Strategic Water Project, Major Mid-Continent Petroleum Refinery

Guernsey was retained to help a major Mid-West petroleum refinery develop and implement a long range strategic plan to modernize, strengthen, and secure the raw water supply and delivery system for the refinery. Various water supply alternatives were evaluated from both an economic and security of supply perspective. A strategy was developed involving implementation of six projects over a period of about 10 years. Guernsey is responsible for project optimization, design, and construction oversight of all project phases.
