Our professional engineers have served as owner’s engineer in a variety of industries for clients such as electric utilities, state transportation agencies, and downstream oil and gas companies. The term typically applies to representation of a commissioning company by a third party on an engineering or construction project. The selected party will oversee the progression of a project from concept through construction.
A program manager is assigned to a project to enhance project status, provide decision-making skills and develop a program perspective as required. This may also include identifying and managing cross-project dependencies, risks, issues, requirements, designs and solutions. Program managers are not necessarily discipline-specific and can include planners, engineers, architects, scientists or other experts who demonstrate exceptional organization, discipline and control, and that possess the skill to communicate across levels. In just one example, Guernsey was selected to provide program management support to Headquarters Assistant Chief of Staff for Installation Management (ACSIM) at the Pentagon.
