Electric Utility Analysis
It’s that line between experience and expertise.
We’ve developed thousands of cost-of-service studies, rates and financial models since the 1960s and have nearly 80 years of electric cooperative and public power experience. It’s this well-rounded package of experience and understanding that gives utility managers and boards the utmost trust in our ability to insightfully analyze situations and make recommendations that get results.
We proudly partner with distribution and G&T systems in all regions of the U.S., as well as municipal electric systems across the Southwest and along the Atlantic coast region.
Cost of Service, Rates and Financial Analysis
In the past 5 years, we've completed more than 250 COS studies.
Sound cost-of-service studies and effective rate development plans require far more than a basic understanding of financial or accounting principles. Our consultants are recognized leaders with thorough, decades-deep understanding of utility operations, managerial principles and competitive markets. What that means to you is rates that will help you recover costs, plans for sending appropriate pricing signals, and help to achieve your financial goals.
Our staff serve as both a trusted advisor for the utility and advocate for the consumer. We integrate our expertise into the development of a responsive and competitive utility, and specialize in creating a unique balance of advanced rate design meant to recover cost, provide appropriate pricing signals and limit rate impact of end-use customers.
Power Supply Support
Tomorrow’s power, today’s plan.
We provide load forecasting and power supply planning for electric cooperatives and municipal electric systems, producing analyses that look deep and enable more accurate planning for current and future resource needs. Our studies include detailed power requirements, load forecasts, resource optimization, production cost modeling, and assistance with wholesale power solicitations, proposal review and contract negotiation. We have become a trusted advisor to G&T and municipal boards because of our unique retail experience and understanding of the potential impact of wholesale decisions on end-use customers. Our team is experienced in the SPP, ERCOT, PJM, SERC, WECC, MRO and FRCC reliability regions.
Management Support
Handshakes, high-fives, even the occasional hug.
Call it up-close and personal, the relationship Guernsey strives to achieve and maintain with our electric cooperative and municipal clients is that of a trusted advisor. Most consider us an extension of their staff – and we like it that way.
We provide special contract development and negotiation support to help our clients determine the specific needs of new load in terms of plant investment, power supply and contract rates. We can also provide in-house training in areas such as: development of revenue requirement, cost of service and rate design, line extension policy, financial forecasting, power supply issues, mergers and acquisitions, and NERC Reliability Standard requirements.
Regulatory Support
Let’s just call it like it is.
No one around here is going to pretend this is the fun part of the job, but it is absolutely one of the most important. Our consultants have a long history with regulatory matters and have represented our clients before state utility commissions and federal regulatory bodies, frequently providing expert witness testimony related to cost of service, revenue requirement, rate design, etc.
We can also help you build compliance programs addressing other regulatory requirements such as the NERC Reliability Standards including annual reviews, documentation assistance and audit support.
