Envision Moore Comprehensive Plan

Moore has experienced exceptional growth over the past two decades. Moore's location, just south of Oklahoma City, provides easy access to many amenities, a top-notch education system, a family-friendly environment, a strong local economy, and a relatively low cost of living that continues to draw thousands of new residents to the City every year. Due to Moore's prime location within the Oklahoma City metro, the City has seen commercial and residential development increase substantially in recent years, raising new challenges to community function and quality of life.

Based on public input, Guernsey recognized that the City strongly desired to remain development-friendly while fostering a fiscally, socially, and environmentally responsible community. Specifically, the City was concerned about meeting current and future infrastructure needs, particularly in the face of natural and artificial environmental shocks. For example, the City's prolific greenfield development was impacting the natural landscape and overburdening its infrastructure systems, especially stormwater. Additionally, the City of Moore is located within Tornado Alley, with an average of one tornado every five years. So, while Moore's growth is moving in a positive direction now, the specific needs and expectations of a resiliency strategy when severe weather strikes need to be considered in the future design of neighborhoods and amenities to maintain that growth and minimize negative impacts. To address these challenges, the Project Team collaborated with the community to develop an award-winning comprehensive plan focusing on low-impact development techniques, hazard mitigation, and resiliency.

The Envision Moore Plan was developed using HUD CDBG-DR funds made available after the May 20, 2013, tornado. Shortly after its adoption, it received the 2018 Outstanding Plan Award from the Oklahoma Chapter of the American Planning Association.
