Certificate of Convenience and Necessity (CCN)
One special consideration of this project was that the Public Utility Commission of Texas (PUCT) must approve all new transmission lines one mile or longer prior to construction. A CCN application was submitted for approval, which included responses to questions regarding line routing, environmental impact, landowner and community involvement, and the overall need.
Tasks included:
- Completed applications in accordance with the latest PUCT rules
- Developed routing map, aerial photo and schematic attachments
- Conducted public meetings
- Developed required construction estimates and project schedules
- Prepared and sent notices to affected landowners, electric utilities within five miles, and county and municipal authorities
- Prepared environmental assessments
- Consulted with legal counsel regarding filing/follow-up requirements
- Prepared all documents with necessary attachments
- Submitted monthly transmission construction progress reports
