Storm Water Regulations Development

Oklahoma County prepared and submitted a procedure to assure compliance with the existing Storm Water Management Program (SWMP) to the Oklahoma Department of Environmental Quality (ODEQ) for approval.

Guernsey assisted the County Planner in the developing the procedure by employing the following process:

  • Task 1 - Review existing documents including the following
  • Task 2 - Develop and Prioritize Items of Concern
    • Meeting with County staff to discuss findings
    • Determine existing storm water discharge points in urbanized areas of Oklahoma County
    • Obtain GPS locations for piped storm water discharge points (outflows) in urbanized areas of Oklahoma County
    • Provide data to County GIS personnel
  • Task 3 - Develop Draft Regulation
    • Meet with County Staff to review proposed regulation
    • Address priorities
    • Develop draft permitting, review, and enforcement mechanisms
    • Propose fee structure
  • Task 4 - Finalize Regulation
    • Update document to reflect comments
    • Present final regulation for approval
  • Task 5 - Final Deliverables
    • Submit final approved regulation
