Kalaeloa Safe and Reliable Energy Infrastructure (SREI) Study

The Hawaii Community Development Authority (HCDA), State of Hawaii, selected Guernsey to provide technical and economic consulting services. HCDA required engineering, financial, and regulatory support to prepare a Preliminary Feasibility Study for a proposed Kalaeloa Safe and Reliable Energy Infrastructure (SREI) Project. The Study evaluated the alternatives to implement a project that provides energy reliability, security, and resilience for the Kalaeloa Community Development District (KCDD). KCDD requires the SREI project to meet the goals and objectives of long-range development plans for the former Naval Air Station Barbers Point, now called Kalaeloa. The SREI project objective is to provide KCDD tenants with electrical service that meets standard reliability requirements while meeting or exceeding the prevailing safety standards in the surrounding service territory. Guernsey developed a system assessment, valuation, and a path forward for implementing the system upgrades, focusing on encouraging renewable energy integration.
