Fort Carson Energy Security and Resiliency Assessment

Guernsey performed an energy security and resiliency (ESR) assessment of the electrical energy systems, loads, and energy resources of all the mission-critical facilities at Fort Carson. The study identified the best cost-effective electrical systems projects to comply with the Army's energy security and resiliency requirements. These requirements mandate that the installation provide energy to mission-critical facilities for 14 days and enhance the resiliency of its energy systems.

Guernsey conducted a high-level condition assessment of the electric utility systems, natural gas systems, fuel storage systems, and on-post generation and developed an energy model of the installation. The Energy Security and Resiliency model identified five mission-critical areas and several individual mission-critical buildings at Fort Campbell and analyzed two main options: (1) a centralized electrical generator with microgrid capability, solar PV generation and battery energy storage system, and fuel storage tanks, and (2) decentralized building level electrical generators.

The team analyzed each option for capital costs, annual O&M costs, and non-tangible environmental and operational impacts. The study showed that the building-level standalone generator is the most cost-effective option to meet the ESR requirements.
