Senior Vice President Project Manager, Energy & Utility Solutions

Paul Ryckbost is a Senior Vice President in the Energy & Utility Solutions division at Guernsey and is the Program Manager for The Oklahoma City Water Utility Trust's efforts to acquire the water and wastewater systems at Tinker Air Force Base. Paul is both an urban planner and an engineer (by education and certification), approaching infrastructure from a holistic perspective. Whether it is treating water as a resource or an amenity; assessing the performance a utility, roadway, sidewalk, or bike lane; ensuring public safety through crime/fire prevention and emergency response; or providing quality public spaces; everything works together to make daily life possible. Paul works to ensure that everything comes together to provide resilient quality of life.


Since joining Guernsey in 2012, Paul has split his time between infrastructure and urban planning projects. He has had the opportunity to manage comprehensive planning projects for Enid, Moore, and McAlester, Oklahoma and has provided planning assistance to the Alliance for Economic Development of Oklahoma City. He has also had the opportunity to provide infrastructure assessment and planning services to the Hawaii Community Development Authority; the University of Alabama – Tuscaloosa; Maryland Heights, Missouri; Purdue University; the University of Kansas; dozens of U.S. Department of Defense installations; and more.


Before Guernsey, Paul worked as an urban design and long-range planning staff member in The City of Oklahoma City Planning Department. Paul began with The City of Oklahoma City in the Public Works Department in 2005, managing GO Bond projects.


Paul is a member of the American Institute of Certified Planners (AICP), a Professional Engineer in Oklahoma, Michigan, and Hawaii, and a Project Management Professional (PMP). Paul has a BS in Engineering from Calvin University in Grand Rapids, Michigan, and a Master of Urban Planning from the University of Michigan. Paul’s engineering and planning education focuses were principally focused on stormwater management and infrastructure planning. Paul, his wife Christa, and their 3 kids live in the heart of Edmond. They like to travel as much as possible
