Enid Comprehensive Plan & Transportation Master Plan
Enid has become, and will continue to develop into, a major regional retail hub for northwestern Oklahoma. Guernsey is assisting the city with preparation of a comprehensive plan that includes:
- Overall project management: project communication, and cost, schedule and quality control
- Stakeholder visioning and engagement: strategy, website development, social media, mind-mixer site, organization and facilitation of vision activities and public events
- Planning analysis: community profile preparation; economic development analysis; infrastructure analysis (drainage, floodplains, stormwater, water supply and wastewater management); land use; housing trends and needs; education, safety and community health; and identification of important environmental/cultural issues
- Transportation analysis: data collection (functional classification, roadway right of way, accident data), evaluation of existing conditions, travel-demand forecasting, access management strategy recommendations, evaluation of future transportation system, project costs and sequence development, and transportation plan development
- Scenario development: assess existing conditions, challenges, constraints, and opportunities; recommend land use plan; produce specific projects list
- Prepare final comprehensive plan
- Modify zoning and subdivision regulations
- Plan implementation
