Angela “Angie” Aikman leads Guernsey’s Environmental Services practice, providing strategic leadership, project oversight, and quality assurance for environmental compliance, NEPA delivery, permitting, regulatory coordination, and grant administration efforts nationwide. Drawing on decades of experience, she directs multidisciplinary environmental programs supporting transportation infrastructure, electric utilities and cooperatives, broadband deployment, federal and Tribal coordination, municipal infrastructure, and complex public-sector development projects.
Angie is widely recognized for helping clients define environmental requirements early, align agency coordination with project schedules, and maintain control of compliance obligations throughout project delivery. Her experience spans hundreds of environmental investigations and assessments, including Phase I, II, and III Environmental Site Assessments; NEPA documentation; permitting strategy; SPCC planning; environmental compliance reviews; hazardous materials investigations; groundwater monitoring and remediation programs; and environmental risk management tied to federally funded infrastructure projects.
A significant portion of Angie’s leadership focuses on transportation-related environmental services supporting roadway, bridge, utility, and infrastructure programs throughout Oklahoma. She oversees environmental teams providing NEPA documentation, environmental clearance, permitting coordination, public involvement support, and regulatory compliance services for transportation engineering projects associated with the Oklahoma Department of Transportation and the Oklahoma Turnpike Authority. Her teams support projects led both by Guernsey and by other engineering firms requiring environmental coordination and regulatory support as part of larger transportation delivery programs.
In addition to leading environmental compliance programs, Angie provides grant administration and federal compliance support for organizations managing federally funded initiatives and infrastructure programs. Her work includes oversight of documentation, coordination, reporting, regulatory alignment, and compliance processes tied to federal funding requirements. She currently supports the Ground Water Protection Council through federal grant administration and advisory support, helping manage complex funding and compliance responsibilities tied to national environmental and groundwater protection initiatives.
As Design Group Director, Angie oversees environmental teams responsible for on-demand environmental contracts, regulatory coordination, environmental clearance documentation, grant administration support, and environmental compliance services across multiple simultaneous programs and task orders. She has managed dozens of environmental and NEPA-related contracts and overseen hundreds of task orders involving transportation systems, utility infrastructure, broadband expansion, public infrastructure, and federally influenced development projects. Her leadership includes coordination with federal, state, local, and Tribal agencies to help clients maintain schedule alignment, funding compliance, and regulatory readiness.
Angie also leads quality assurance and quality control for environmental deliverables, applying a disciplined review process focused on technical accuracy, regulatory defensibility, and practical project execution. Clients rely on her for experienced oversight, responsive communication, and the ability to navigate complex environmental requirements and federal compliance obligations without losing momentum on project delivery.
