Operations, Maintenance & District Facilities

Overview

Central Texas Electric Cooperative (CTEC) developed new operations, maintenance, and district office facilities in Fredericksburg and Mason, Texas to replace temporary and distributed work environments. The new sites centralize critical functions, improve operational efficiency, and strengthen resilience against extreme weather conditions.al efficiency, community presence, and resilience within growing service territories.

The Challenge

CTEC’s linemen, dispatch, and maintenance teams were operating from temporary and fragmented spaces. This limited coordination, reduced efficiency, and constrained the cooperative’s ability to scale operations.

The organization also required facilities capable of maintaining continuity during severe weather events, including high-wind scenarios.

The Solution

Fredericksburg Operations and Maintenance Facility

CTEC established a new operations and maintenance complex on a ten-acre site adjacent to its headquarters.

The facility includes:

  • Locker rooms and meeting spaces for over 40 linemen
  • Enclosed vehicle parking for 36 bucket trucks
  • An 8,000-square-foot warehouse with mezzanines directly connected to the main building
  • A 6,500-square-foot maintenance building with six service bays
  • Structural accommodations for an overhead bridge crane
  • A covered wash bay and attached equipment shed

Although not a public-facing facility, the building’s exterior materials and landscaping align with the headquarters to maintain a cohesive campus environment.

Mason District Office and Operations Facility

In Mason, CTEC developed a new district office on a ten-acre site designed to support both member services and field operations.

The public-facing portion includes:

  • Drive-through service
  • Walk-in lobby with open service counter

The building design incorporates stone and EIFS to reflect the local architectural vernacular.

Operational components located behind the public areas include:

  • Locker rooms for linemen
  • Enclosed vehicle storage
  • Small warehouse
  • Four-acre laydown yard
Storm-Hardened Infrastructure

Both facilities include dedicated storm-hardened areas housing:

  • Dispatch operations
  • Conference rooms
  • Electrical and mechanical systems

These spaces are designed to resist wind speeds up to 250 mph, ensuring operational continuity during extreme weather events.

Results

The Fredericksburg and Mason facilities provide CTEC with purpose-built infrastructure that supports both operational efficiency and member services.

By consolidating critical functions and integrating resilient design features, the cooperative has improved its ability to serve members across West Texas while maintaining readiness under demanding conditions.
