Privatization Engineer


C. H. Guernsey & Company seeks a Privatization Engineer in Oklahoma City, OK.Duties: Support project teams in the delivery of consulting expertise, primarily in the field of public-private partnerships (PPP); Clients primarily consist of federal defense services and state universities and typical PPP transactions may include privatization, capital leasing, franchise/concession or services outsourcing. Team with our clients to deeply understand their business, and then to use that understanding to critically evaluate alternatives to the clients' current operations. Typical engagements involve provision of technical and economic expertise. Support for the following functions is needed: engineering/technical assessments, utility operation and maintenance practices, utility construction practices, utility maintenance and construction cost estimation, life-cycle cost analysis, cost/benefit analysis, economic modeling, evaluation of PPP transaction proposals from technical and price perspectives. The engineering/technical portion of the job involves review of engineering drawings for the utility system under evaluation. An example for an electrical system includes review of drawings for electrical generation stations, sub-stations and electrical distribution system, Supervisor Control and Data Acquisition (SCADA) system network review, developing technical data libraries for various components, assigning engineering estimates for remaining useful lives of components, and developing replacement-cost-new less depreciation schedules. Some projects may also require reading and writing stand alone programing codes using C/C++ or MATLAB to optimize the operation of the existing and new power plants.


Bachelor's degree in Electrical Engineering or closely related field plus one (1) year experience in the field of utility related PPP transactions and familiarity with government contracting (either federal, state or municipal). Alternate combination of education and experience acceptable is an advanced degree in Electrical Engineering with emphasis in computer programming and coding skills using MATLAB. Full-time.

Essential Physical Functions: Stand or sit – must be able to remain in a stationary position 50% of the time. Walk –this position requires the ability to move about inside the office to access file cabinets, office machinery, etc. – 25% of the time. Full range of motion to walk, stoop and stand while working on worksites – 25% of the time. Use hands/fingers – must be able to operate a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer – 50% of the time. Talk – This position frequently communicates with internal and external customers, must be able to exchange accurate information in these situations – 25% of the time. Vision – must be able to clearly focus on information located on a computer screen, paperwork, etc. – 50% of the time. Lift/Carry – must be able to lift/carry up to 30 lbs. of site equipment when necessary.
